Nuclear war is too dangerous for the big state powers to engage in it. So they are looking to engaging in nuclear war/deterrence by proxy. It is not necessary to have an arsenal of thousands of nukes, either. A single nuclear EMP can economically cripple any of these nations. By having these nuclear proxies, the state governments can absolve themselves of the geopolitical fallout when their pawn "oversteps" itself.

In other words, if North Korea EMP's the United States, it will be North Korea's head on the chopping block, not China's.

The United States took a different approach: Instead of a nuclear proxy to deter/threaten their geopolitical adversaries, the US has been making use of color revolutions and civil wars.

The pieces are being set for world war 3. In fact, it's ongoing as we speak. The goals:

America: Maintain hegemony and continue pushing the world towards a one-world-government united under corporatism. All people and cultures blanda up'd, divisive rhetoric keeps the plebs at each others' throats so they never threaten their corporate/banking/political masters.

Russia/China: Multi-polar world with nationalistic governments at the forefront of world economics and geopolitical power. In essence: Fuck you America, we won't submit.

P.S. Europe are occupied american client-states. They're irrelevant in this game unless revolutions topple the governments there. Could happen - the mass importation of blacks is already introducing massive civil unrest. Basically they put the cart before the horse and started their white genocide plans before they actually had total control.
