If the South Korean forces were to do ALOT of scouting with planes and finding out targrets yes... the North likes to show it's might and most importtantly show themselfs. The only way to minimize losses would be for the ROK to charge hell for leather into the hills across the DMZ north of Seoul the moment war starts.
