We can not know what extacly is going on, but we know that when there is a lot of Skykings something important is going on. It's a code, not a cipher...well, actual messages are codes, the vast majority of what we'll hear (possibly all of them) are just them using the station so that when a real message goes out, sudden activity doesn't draw attention.
Part of the code will be the authentication. The rest of it will be something like "turn to page 3 in the yellow folder in filing cabinet six". Once they do that, there'll be a full page of typed out orders for them to follow.
It doesn't matter if you know what set of orders are specified in this kind of communication because you don't know what's actually written down on either end. Hell, they might as well say "Bob, grab your order book and turn to page 6".

On the receiving end, they have a lookup table that's like
First character:
4=filing cabinet 1
6=filing cabinet 2
1=filing cabinet 3
Second character
k=page 3
z=page 2
y=page 8
Third character
A=yellow folder
B=blue folder
C=green folder
So the message "4 Zulu Charlie" would be filing cabinet 1, page 2 in the green folder.
You have no way of figuring that out, which is why it's been used for so damn long.

False. A properly implemented OTP (which I assume the USAF is using) has been proven mathematically impossible to crack. If someone were to send out "NUKE KIM", and it was scrambled to "JGQRNXEO", it could be decoded to any eight-character string.
