Had to 100% protect against static, grounding everything to work on them. 70's era microchips where very susceptible to emp. It's dependent on the field lines as it will bend the cloud into a distorted shape, the bomb would still need to be extremely large, this is an unlikely scenario however. Inverse, China joins the US, knowing the only way to get paid back on treasuries, plus making loads more money is in selling a whole new generation of consumer and light industrial electronics to a US that needs them badly, in exchange for things like South China Sea bases, maybe more (see the UK/US base swaps post WWII).
