Libertarianism doesn't imply no state, just minimal. There would still likely be a military and rescue services.

Otherwise you could imagine in a perfect world that people would use their tax free earnings to have some protection in place. Like at least food and water like a couple of weeks.

If so, people, in their own interest, will either have natural disaster insurances or purchase property in a private city/community where insurance is offered within the pack of services.

Properties that increase expenses by being in flooding zones or properties that fail to protect the citizens living within it will not be very attractive.

For those private cities that didn't plan ahead, charity and help from nearby communities, there were long ass queues in Texas just to volunteer, but the property will either have to address the situation or it will lose value quickly.
