18 is too young, double that age. Young people are more likely to be leftist. I would also put a minimum QI requirement.

I personally like John Stuart Mill's idea of a plural voting system, whereby certain people are able to vote more than once. e.g. economists can vote twice on economic policies.

Although this system does not advocate a meritocracy, it would be a nightmare to provide "educated" university graduates with more votes. Education does not equate to wisdom or prudence.
