There's actually two narratives which benefit Hitler.

2. It did happen but Hitler didn't know about it because he was busy fighting the war

if i'm in my mid-thirties, do you think the holocaust will be exposed as a contrivance and a hoax in my lifetime? i live very clean so i figure with technology + my genes i will live to be 100. i don't want to die before the second-biggest scam ever gets laid bare

this makes the most sense considering there were actual germans, quite a lot, in the camps, and there were actual jews, quite a lot, both free and in the military, and they actually earned iron crosses at a higher rate than most groups.

The issue with number 2 is that while the blame is shifted away from hitler directly, it leds credence to the idea that hate speech is bad. In essence functionalism says that the holocaust happened under the orders of the lower officers who had been subjected to all the propaganda of the nazi state and thus believed they were doing the right thing by exterminating the jews.

In the normie brain the "jews dindu nuffin" so you have to understand from there perspective the only reason the jews were blamed for anything was that hitler needs a scape goat for some reason to blame for all the problems.

One of the chief problems with intentionalism is that if hitler intended from the beginning to exterminate jews, it begs the question of what inspired such hatred that made people even consider doing such a thing, as needed a convenient scape goat is not enough to want to exterminate an entire race of people, where as functionalism fits in with the scape goat narrative.
