Don't know about limbal rings, but I have noticed a lot of Jews have prominent bags under their eyes and you can see the red around their eyes more easily. In young Jews, it makes them look like they're tired or have been crying and I think it garners sympathy from others. In older Jews, it looks like their face is falling off and it's disgusting.

I've slept with three Jewish girls who all had it. I am not Jewish as far as I know, but I definitely have them to a small degree. It's associated with Jews but not exclusive to them.
