As far as cities go you'd probably want to stay in Montevideo. You can also go to Punta del Este, and have Colonia del Sacramento if you want to see some historical buildings.
There's many beaches to go to, but I'd suggest going outside of Montevideo if your intending to visit one.

As your other question, I myself also have brownish hair and green eyes, and it's not specially rare. I'd say you'd fit in. You should, however, be careful on the streets, specially at night. You can get mugged easily.
