Some of those names are part from the secondary Science Team. The trick is to remember. They usually hide them among normal names in order to confuse or hide the fact those are people. Don't get me wrong not all Hurricanes are results of time travel but you can't deny that Harvey is one of the bridges.
The science personnel is usually collected and reincorporated somewhere usually to calculate and predict when the next batch of S.T are gonna test the waters and who they will be. Make a reverse bridge leading back in other words or lately "other" places.

here's the thing, there is a thing called the Hurricane season that happens every year. Historically, it only really ramps up in the Gulf until August. That makes the named storms so fucking predictable. That thread was about a Tropical Storm that petered out. If you know that the Gulf states aren't really threatened until the 7th named storm AND you already know the order of the storm names (declared in April by the NWS), then you already know which storm is going to form in the Aug - Sept timeline.
