An institution can, and has, twisted around it's moral code for it's own benefit. Because the institution is run, and can be continuously altered, by man , it is by definition biased.
An articulated moral system cannot be altered in such a way.
And before you even say it,
yes, said articulated system can be ignored or applied in an unfair way.
But that's true of any moral system, ESPECIALLY a moral institution.
