these cameramen and journalists and other operators have to meet certain insurance requirements to work out in the field. they are not allowed to just jump in and "save" people.

Notice how they have a rope, they cut the video b/c it probably took them 20 minutes to get permission to "save" the guy, meanwhile they pulled back and changed clothes knowing they would get wet.

I doubt it's staged, i suspect it took much longer for them to do anything for this guy though.

journalist ethos is that you never make the news, just report it. there is debates about whether they should just watch a drowning person or not. But for big corporate media, they are not allowed to put themselves in any kind of danger. if they jumped in and just pulled the guy out, they might have been fired.
