Forced relocation to government housing, sell vast swathes of land to tourism companies, create a fishing industry, accept drug corruption in their government (increases revenue without taking from the people)

Basically "nothing libertarian" unfortunately. It has everything wrong with being an island and everything wrong about many African nations.
