he was the high admiral of austria-hungary in ww1, after trianon hungary lost all it's ports but he was elected as the regent governor of hungary, because at the time it was still a kingdom, without a king
he had various reforms, like education reforms with klebelsberg kuno that make him fairly popular but with ww2 coming he was making deals with hitler, so obviously that made him an ebil nazi in the left's eyes, which deals included the retaking of trianon lands, so the ww2 hungarians in romania and slovakia were called horthiists, later he was overthrown by szálasi and the hungarian nazi party
right leaning people look up to him, left wing people hate him, not so long ago there was some controversy around orbán praising him and the leftists whining that he shouldn't praise people who worked with hitler
