Because it has become impractically difficult to be a serial killer or rapist in the modern era. The Ted Bundy and Gary Ridgway era has long since passed. Modern technology such as CCTV, improved forensic science, facial recognization, etc means that anybody driven to kill for purely psychological reasons would be caught well before than amassed a body count that would make them noteworthy.

The serial killers we see in fiction are also not the reality. The Dexter Morgans and Hannibal Lectors being well dressed, fit, articulate and so forth seldomly exist. Real serial killers have IQs that are statistically lower than average (90-95), which only increases to carelessness and odds of being caught before they become relevant.

That isn't to say they don't exist, but they have to be statistical outliers with enough intelligence to get away with it (when competing with modern policing a 130+ IQ would be a must) and despite what you se in fiction, these kinds of serial killers do not occur that frequently. The very few that do, are probably clever enough to fly under the radar for now.

Here in Germany there was a serial killer in the news lately. He was a nurse and killed 80 patients. He brought them on the brink of death with some poison, so he could jump in and safe them in the last moment and would then be viewed as a hero by his colleagues (at least that's what he stated). 80 didn't make it.

DNA. They are able to get DNA, from a single skin cell. Just walking into a room can leave enough DNA to get you caught. That being said, there are still several successful serial killers that are truckers. They can dispose of bodies almost anywhere between cities where any DNA would degrade before the bodies are found.

He stored his trophies at home and in his truck. He was caught because a CCTV camera captured him disposing his last victim and his truck, which finally leda to his identification.
