It's a 9-pin serial port. VGA has 15 pins.

There is not much i can tell about components used we know that this is military hardware with IPC class 3 and these are used in tank targeting systems i cant even disclose the company who ordered them but they are working with Ukraine's armed forces

Those components are 10-20 years old technology.
I used to design military electronics and computing 10 years ago. Those looked more advanced than your picture.
But some low-tech small companies are at this level still, manly in Europe. No BGAs, probably 4-6 layer PCBs...
