Mexico's resort city of Acapulco has been rocked by a massacre near the business district - gunmen invaded the offices of a local taxi service, and slaughtered at least 3 people inside. 4 others were killed nearby. Acapulco is getting close to 500 murders in 2017, a rate of violence comparable to areas with active civil wars or insurgencies. What is going on down there?

7 murders near the tourist zone in Acapulco? It's a big deal. This is not some incident in a village in Michoacán that nobody knows about; this is one of the biggest tourist destinations in North America.

Chicago has about 450 murders this year, but for over 2.7 million people. Acapulco has nearly 500 for only 675,000. So the rate per capita is much higher in Acapulco.

Not really, Acapulco has a long history of narco gang violence. They don't mess with tourists because then they would have a big problem with our military and federal police.
Narcos are always in a state of killing each other off in tourist zones from Mazatlán, Cancun Puerto Vallarta etc.
