The main problem with multicultural states is that you can create as much national unity as you want, but the entire thing is easy to tip off balance by foreign powers. Te cultures don't even have to be that different, in the Soviet Union/Czechoslovakia/AsutroHungary every state had a completely different culture and language, however in Yugoslavia all states had pretty much the same language and more or less identical culture. The Hukou system is about to become past tense too. The tensions were due to wealth imbalance between the city and rural areas. The whole system existed to keep the massive rural peasant population from flooding the few industrialized cities during the early stages of China's economic development.

They're aiming for a gradual urbanization process, the end result being a 80% urban 20% rural population. Right now I think its around 50/50. Once all the cities and infrastructures are finished development, there would be no more need to restrict movement.
