Releasing everyone's power word to the masses would be 9/11tier horror, and probably provoke mass murders committed by the public riled up by media. Like 9/11, such a play would be very loud and create a lot of fear among those that dare speak out online - effectively halting most of it. I wouldn't put it past google, microsoft, time warner, etc. to commit such a heinous act.
