The backup coolant pump house, for use when the main was out of action and out of connection to independant power sources, was not adequately protected from the tsunami and flooded. It wasn't destroyed or breached, nor was any of the main power generator, the backup pumps were just flooded.

Unless there's a dam or reservoir above the entire plant, nothing will happen.

The problem is that Houston was built on a coastal plain that used to be mostly wetlands. Somehow they decided that a huge city NEEDED NO ZONING LAWS AT ALL, and the federal agencies that supposedly protect wetlands were understaffed or just crooked and allowed developers to pave over tons of wetlands that used to flood but could handle the water.

The nuclear power plants of America are almost all decades past their pull date. We were supposed to build more in the 80s and 90s to ease the load off the aging plants but we did not. Quite frankly it is amazing they are still running.

In order for the cooling to work the water must be kept running to carry away the heat. If the water is stagnant it gets dangerously hot. It evaporates rapidly exposing the spent fuel.
