This was already discussed in another thread.

The wood is called a chock. Notice the rope handle? The fire department puts that in place when working with patients around a vehicle that has been involved in an accident to keep it from rolling forward. Might seem unnecessary but it's a standard precaution.

As for the junk/salvage thing. It is possible that the van was wrecked, sold at insurance auction, and rebuilt with a "salvage" title. Figure out the VIN and run it through Carfax. I can guarantee the van has a salvage title.

That's not what your picture shows.

Your picture shows that it was sold for junk/salvage. It is not uncommon AT ALL for fly by night auto dealers to buy totaled cars at auction, do the bare minimum to make it pass inspection, and then sell it with a salvage title to someone that doesn't know any better. Happens all the time.

Not to prove or disprove whatever theory you have, but all this means is that this van was more than likely purchased by a scammer. There are plenty of "craigslist mechanics" that will buy lemons from junk yards, usually deemed ruined from flood damage by insurance companies, and then resell them as refurbished for $1500-3000. Not bad considering the vehicle was most likely free.
