Roads in the US are built and maintained with gas taxes, which are virtually user fees. In some states the are literally user fees since you can get tax credits for off road gas.

Who needs roads when the market gives you so many other fast and easily metered traffic options? It isn't so hard to solve the free rider problem - though as society grows wealthier, the odds that people are willing and able to just voluntarily pony up the money/labor for shared roadways increases.
