Yes it could run entirely on a blockchain

that's how much of east asia worked for millennia. still has a lot of traits of decentralization, i.e., you can find small regions basically ran by gangs to this day.

It's how our country is supposed to be. The federal government should be very limited in it's authority and each state to handle affairs that don't involved military action, foreign diplomacy and border control.
