This is the American government in action. Federal, State, Local, they all have one thing in common: spending stupidly. They will waste money on niggergibs but you see a possible catastrophe coming and you want to hedge your bets and not spend. Ordering mandatory evacuations would have cost the city a lot, especially if it ended up being a false alarm and federal relief funds never poured in.

The Mayor would be on the hook for ordering evacs for nothing just like people give the school board shit when they cancel school due to a snow storm that doesn't amount to much when the reports said it would be massive, so he doesn't order the evacuation. He avoided implying that people should evacuate because he felt that would cause mass panic and end up with a lot of people stranded on the highway in the event that there was flooding, which could make the death toll worse since people are more likely to die being swept away in their cars than in their houses.

The Governor advised to do the opposite, and it was interfering with the mayor's opinion so he did a stupid thing and said not to listen to the governor. Note that the governor was not declaring a state of emergency and pledging state funds and support to evac people. The city of Houston didn't want to spend on this and be wrong, the state of Texas didn't want to spend on this and be wrong. The US Government isn't going to spend on anything until it's already at defcon 3 happening levels or better, so essentially the government at all levels paralyses itself and doesn't act until it absolutely has to. You get shouted at for not acting early enough if things turn bad, you get shouted at for wasting money and resources being overly alarmist if you act early and the disaster doesn't come through. You're fucked either way, so more often than not governments at all levels hedge in favor of no happening.
