Last year the army corps of engineers held a public meeting about their dam safety program and decided to reclassify dams, reservoirs, levees, etc. based on population, so addicks and barker became extreme risks. They were fine before, but "fine" isn't good enough when you're talking about populations in the hundreds of thousands, or millions. They've been working for the past year and a half to make sure these two reservoirs better than fine, and hopefully it pays off over the next few days.

They've have full-time staff inspecting them 24/7 for over a year, they're not just doing it now because they're concerned.

If they were a serious danger there would be an evacuation. "We were worried the reservoir walls we built weren't good enough for a freak storm like this so we evacuated people" is an easier sell than "oops thousands of people just died." If you believe they'd cover it up and just let it bust without making a serious effort to get people out, you're worse than schizo conspiracy theorists, because at least they actually put thought into the shit they believe.

It kind of depends.

In this case, the concern is that water will continue to crest the spillways and start to erode the dam, making the spillway even lower, allowing more water to crest over. This repeats indefinitely.

The other factor is the pressure all that water is putting on the dam pushing against it. If it starts to flow over it's going to push the water against the dam with more force since it now has somewhere to go.

Eventually this can cause entire sections of the dam to slope down under the weight of the water and fail completely.

It's not like someone's blowing a hole through the center of it with dynamite or anything cartoonish like that.
