Duterte is downright incompetent beyond what is accepted as a norm amongst politicians, though.
His siege of ISIS-occupied Marawi is a failure on the level of WW2 Italian forces, which he only uses as an excuse to extend martial law period for the sake of reinforcing his power.
If this drags on for too long, Duterte's regime will begin to resemble Maduro's creation.

see his plan was to have a bloody dictatorship so he could install a revolutionary government and write a new constitution. he said this over and over during the campaign.

He set up phoney peace talks with commie rebels and Muslim terrorists which he knew would fail. Then when the talks fail those groups start attacking (NPA commies are doing the right now) and then there is the pretext for nationwide martial law which segues into a revolutionary government.
