If you THAAD a nuclear missile it will scatter the warheads radioactive components over a large area.
I'm not saying this is the reason, I too find it strange that anti missile tech has never been used in these cases. Perhaps firing an anti missile at a test firing is considered overly provocative? Interfering with potentially deniable 'scientific and research' pursuits ?

Test missiles don't have radioactive components, while if by chance it wasn't a test you sure as fuck better to shoot it down before it lands.
