If I had to guess what's going on there from being on a lot of scenes with First Responders, I would guess that she probably walked up to the ambulance under her own power probably escorted by the police and paramedics but is also deeply in shock so when she got to the ambulance she kind of just froze up.

If she is in shock she is probably not responding particularly well to verbal commands and since they want to transport her to the hospital. The nearest cop probably just physically picked her up so he could stand her in the door of the ambulance.

Probably, and again this is only a guess the camera caught her at that quick moment before she had time to react that she wasn't standing upright and supporting her own wait anymore something that a normal person would react to instantly but someone who is injured or in shock might take a few seconds to register that they do not need to remain in a rigid posture because they are no longer supporting their own weight.

There is footage from the aftermath, you can see the shooter getting marched away by law enforcement but I'm yet to see any casualties getting loaded into vehicles, currently looking.
