yes we did

before we started sending food and medical personel, an african made 14 children of who only 2 or so survived

because of us child starvation is now much lower but these apes still reproduce like mad. foreign aid is overpopulating a continent that couldn't sustain itself in the first place

africa would probably be the same but with less people and slightly more malaria
