Has this technology been used before? Well the US military admitted to using the technology against the Somali Pirates during a standoff. They pointed the device at the pirates with voices telling them that Allah wanted them to turn themselves in, and it worked.
The technology was also used in a billboard for A&E’s Paranormal State series. The billboard would make the pedestrian hear voices in their head when facing the billboard as they walked towards it. The voices would stop when the person would look away. Many people were afraid of the billboard and their reactions can be seen as they walk by.

This is a common misconception. MKULTRA was designed around mind *reading*, not mind-control. Reading the minds of the soviets, specifically, to access their state secrets from great distances. My grandmother volunteered for it (as the control for an LSD test), it's not as sinister or even as competent as you'd figure.
As you can imagine everything in the core of MKULTRA was simply about gaining an intel edge against the Reds, for instance using "remote viewing" psyop to listen in on state conversations. which it failed to do altogether.

Mind-control is possible, but only on a very short range with relatively powerful electromagnetic waves. You can look this up! It's transcranial magnetic stimulation. Direct mind-control is mechanically impossible on a large scale, because of the interference and energy expenditure involved. The CIA, if they were up to something, would certainly use drugs or more subtle methods.
