I'm a foreigner living in Russia. I moved here 5 years ago to study. I've never been to France but I think what will shock you is how cold it is. A decent apartment in a pretty safe neighborhood costs about 25-30k rubles. With regard to the degeneracy part, you'll see plenty in Moscow. People are somewhat backwards in the sense that when you go visit a modern-looking nightclub, you see people dancing like they are from the 1980's. Also, the healthcare system is generally free albeit not the best. I accidentally sliced my finger and they made me stay in the hospital for 3 weeks. I think it was absolutely unnecessary. We shelled out around 5k rubles and all of it went to the doctor like a thank you gift or something. It's a nice place to live.
