The only criticism I have seen from the media is that trump is tending to other matters in DC during the flooding, and that he won't go to the flooded areas in person yet. They don't have any valid criticism to his response other than reminding viewers that Trump is a bad president.

Trump said he will not go until his presence there won't disrupt rescue efforts. A president visiting a disaster site requires a lot of security and resources for what it is essentially just a photo op. For now those resources are better used elsewhere.
