Rainfall-wise, the worst is over. The rainfall in most of the areas are under half an inch, but there are a few places that are getting these really tiny but really severe rainfalls of over a foot. These bring the whole average up and stress then channels.

The severity of the rainfall is over, it's just a question of whether the infrastructure can handle the rest as the storm moves on and dissipates. Even if it picks up a bunch of moisture from its brief time back in the gulf, it won't compare to the rain we had before, but it can make flood relief take much longer.

Huston flood control can handle 6 inches in 24 hours (.25 a inch a hour), it may be down to 5 inches due to clogging.

So for example, right now a lot of the flooded areas are slowly draining. buffalo bayou will not be lowering due to the dam release.

There will also be inflows from upstream, but even if rain stopped, it would take a week to drain most of it, and some areas like the dam release area will be high for months.

This is a freak storm since unlike most storms it didn't go away. They could have made a choice in the 1930s to add a third flood control dam that would help in some areas, but you can't solve localized flooding that way.

And if you have 700 mm of rain in 24 hours that a freak storm that almost impossible to correct.

However if we stopped government stopped flood insurance you would see a huge drop off on constuction in the 100 year floodplain.

As a Florida resident, I can tell you that if a storm is heading our way, and its a hurricane, most of us evacuate. There is no sitting around, there is no "Don't trust x y or z". We go. We leave. It wasn't a monster storm until it was practically here. Trying to get out of town last-minute during an emergency like this is a mistake. You'll get fucked over because you're not the only one doing it. In an area with a population of 6 gorillion, that can EASILY mean traffic jams that take an entire day to get through.
