Not even close. In the US most of the electricity comes from Coal, Natural Gas, and Nuclear. The efficiency gains from moving the production of energy from the ICE to these power plants already makes it more efficient.

There's nothing stopping Germany from doing it. Just put in a battery bank. Tesla gets its battery technology from Panasonic. All Tesla does is put it together. Pretty much everything else on the car stays exactly the same as an ICE car.

The holdup is public infrastructure for recharging. If you don't have your own garage or you don't have a charging station near your home, it's not a really viable proposition unless somebody -- private or government -- starts slapping charging posts everywhere. And then you have to hope that niggers don't go around fucking with your cord/outlet in the middle of the night.
