Here's the thing, "conservatives" like /pol/ tend to think of things as systems and structures because that is how it makes sense to us, and that is how we see things as effective. So when conservatives talk about the deep state or the international jewry, its easy for us to think of it as a defined group with clear motives that holds meetings twice a week, but that's not always true, sometimes it's an anti-Trump idea/sentiment that exists in the structure Trump campaigned on crushing, or the idea/sentiment of Zionism at the expense of European.
HOWEVER, sometimes it is explicitly true, and is a real group with meetings and systems like the Seventh Floor Group (revealed in Wikileaks, then scrubbed from the internet)
So, the "deep state" is all of the above.

The Deep State is not as sinister as you think it is. It just refers to unelected bureaucrats in our government, mainly from alphabet agencies set up during the Truman era. Of course, when you have high level officials getting together to make foreign policy moves behind Obama's back, calling themselves the 7th Floor Group, that even the FBI labels them a "shadow government" in their internal reports, then you have a problem.
