Ukraine's population dropped to 41mln or so. At least five million out of that 41mln work in Poland and Russia. Ukraine's few workers also cannot support the Pension fund, there's just too much old people and all young people either die, move out of the country or illegally work for Poles or Russians.

The Ukraine Project is, overall, a massive failure beyond levels of Africa. Even Somalia has grown better percentage-wise, even North Korea.

Answer is simple. 80s happened.
USSR elites were rich, compared to the average Soviet worker. But still, even the head of the state wasn't as rich as a USA millionaire.
And so, they wanted /more/.
Soon, the country fell apart, rotten at the head, driven to complete destruction by traitors, hungry for more power and more money.

Different chunks of the USSR took different ways to deal with it.
Some had Russian purges, commited by local, upbrought in late USSR times, nationalist elites - which also caused the separation.
All had hunger, banditism, corruption on an insane level, crime going way, way up...

But by 00s, it mostly calmed down.
Russia started rebuilding proper, centralizing ex-USSR republics - ones which it could, - around itself, hoping to rebuild if not a full-on union, then at least the good economic ties.

Main problem was, countries like Belarus and Ukraine were never meant to be separate. They weren't built like that. Soviet industry wasn't meant to separate in seventeen little pieces.
And, sadly, Ukraine had no patriots in rulership. Russia had some. Belarus has some. Ukraine had and has, currently, only money-grabbing, corrupt elites, bowing to some master. That's not that bad... If not the fact that the elites still focused on themselves, not their country.
Ukraine had the potential to become an incredibly powerful, rich country. They had all kinds of industry, educated specialists for all spheres, ties with giant markets of ex-USSR and USSR's allies, they had bloody nukes and bombers ready to deliver them. They had no debts holding back their economy as Russia took all of the USSR debts on itself.
Ukraine had had... Absolutely everything needed to become an exceptional state.
And instead of that they handed over their nukes for an unsigned protection agreement and cut up their nuclear bombers for 1mln$ a piece.
The US flag was flown at the airbase at that time.
