While mostly wrong you are correct that donations like clothing and some food items kills local industry because the price of those items falls to 0. They're being given fish but not taught to fish in a matter of speaking. Constant in fighting doesn't really allow them to rise above the basis and immediate survival needs. There is an order to development that needs to occur and everyone is trying to jump start their civilization somewhere half way through.
