It might pay for it. Yet even if it does, we still need a labor force to build the damn thing, and it still needs to be decided to be built in the first place. And we all know how slowly the government works; it might take them a few days.
If Mexico doesn't, then it might take taxpayer dollars or crowdfunding (can you crowdfund a government project?) and we still have the issue of labor.
To Trump, for good or for ill, the wall is a major part of his campaign, a goal he wishes to achieve. In order to reach your goals, sometimes compromises must be made with the methodology used to reach it.
Congress decides where federal money goes
Even if Mexico literally wrote us a check today, which they never will, Congress would have to distribute that money.
One of Mexico's biggest "industries" right now is literally just money sent home from America, we could tax the fuck out of that if we wanted. Or any number of other ways to wring the money out of them. They have no say in this, we're getting paid for the wall one way or another.
