American shipbuilding is a joke, the protectionist Jones Act has protected it from all competition and it has become a lazy industry waiting for overpriced contracts from the US gov't and what few US-flag operators exist.
In short: welfare recipients.

Even in commercial shipping, those who run Chinese-built ships will admit there is not a single voyage where problems do not occur. It's always a fucking headache, and Chinese ships are the most common now.
Only Japanese vessels have the quality to provide owners with peace of mind. They just work.

Navy destroyers have two forms of steering and most ships will have crews switch between the two at least once per watch. You don't "loose steering" unless the rudder is physically compromised.
