No. He is wrong. It is legal to grow your own tobacco. But you can not sell it without a license and taxes.

There are a few issues if you grown your own. Takes a year to season properly after harvesting. You could smoke it after 3 months of drying/seasoning, but really, a year minimum is best. You can rotate out about 3 crops cycles a year as well. About a dozen plants will give a pack a day smoker enough for 2 months.

I handpick the best leaves and roll cigars. Everything else goes into a huge grinder and gets rolled or put in pipes. I have different bins of different ages/blends.

Recently quit shit job in june, quit smoking( expensive, got pouch tobaccy) and then got sick. Quit for real AGAIN, two months now. Walking ten miles or more a week, stamina up, lung capacity better, park anywhere, or just walk. Lost weight, looking healthy, not afraid of exercise.
Stay away from smoking, unless you are a bonfide cripple, wheelchair bound, or hooked up to a hundred machines in a hospital; and absolutely have no need for breathing or being ambulatory.

Yup seriously, a guy I used to work with (old man, lifer) I noticed his smoking in the weeks of job training(casino dealers) I would see blood spittle on his lips after breaks. He thanked me a few times. I actually was sitting with him a few times and saw his coughing red into napkins. I told him he should go to his doctor. He said it was just because of his brand(pallmllls) said he just starts smoking menthols to get better until bloods stops when he coughs. He died a within the year. My sponsor got diagnosed cancer in 2012, lifetime smoker, 4 cartons or more a month. That was s when I stopped all tobacco products starting 2013. Cancer lungs,to shoulder bones, to spine, to colon, to mouth, died Nov 2016. It was not a pretty way to go, he tried quitting smoking, vaped a bit, then said fuck it, got cancer already might as well start smoking. He was hooked, he was a addict. So am I, but it's been two months, and I still think I could smoke again and be ok, then I say wtf are you saying!? I think of all the times I quit and how much my lungs and body go to shit, just be sick coughing all the time, and then quit]] saying Never again only to do the whole routine all over again.

It's enjoyable but ultimately not worth it. I smoked for years. The benefits come with lots of choking and sick feelings, loss of money, and risk of health. Vaping is less "cool" and there's less sharing of common afflictions like with smoking, but the health effects are far less dangerous, plus it doesn't make you feel like you're half dead.
