I think this might not be a problem if we have multiple superintelligent entities that can compete with each other so they can punish defectors. Monolithic systems are not fault-tolerant, but distributed systems can be very fault-tolerant. There's still a chance that they will cartelize, but I'm not sure how likely that is.
