From what Ive read this series of events was more of a back and forth, they could easily have been buying time for Ruby to show up. People testified that they asked him if he wanted to change clothes, he said yes and they brought the wrong sweater, etc.

Ruby was probably called in at the last second and since things went so poorly any number of things could have continued to go wrong. Once there, he applied to live there permanently and become a citizen.

This request was denied because the soviet union thought he was nuts and he didn't have any real information to give them.
