Alright, I'll dissect this frog.

The most successful humor will always catch you off-guard, no matter what your viewpoint. Any good joke, routine, bit, cartoon, etc. will spend the majority of the time setting up an expectation, only to completely knock it down at the end. A great punchline violates your expectations, and causes a moment of cognitive dissonance. wherein you realize how the absurdity of the premise in contrast with the information revealed in the twist ending. The human way to resolve this dissonance is laughter. The greater the laugh, the greater the absurdity exposed.

In this particular cartoon, the punchline is already given away in the second panel. It repeats itself three times, and is less funny each time. In this case the cartoonist simply doesn't understand how to tell a joke.

In general, however, there are two major problems with leftist humor.
1) It is dependent on snark and sarcasm, which are low forms of humor. Unless performed impeccably, most people ultimately see sarcasm as a form of annoying complaint.
2) Most importantly, their humor must be relatively tame. By their own rules, they can't offend anyone. This limits the amount of dissonance produced and thereby the amount of mirth. They cannot be as extreme in humor as someone on /pol/ would be, so they must forever inhabit the domain of the sensible chuckle.
