I was lucky enough to witness it. Back then I just accepted when they said it was a Russian rocket, it made sense. Been thinking about it lately and it's an interesting coincidence the Haarp facility EISCAT is in the exact direction of the beam.
They are allegedly researching space at that location.

Imagine a straight line being pushed to one side at the bottom, it would spin. Except here the rocket has forward momentum so the spin becomes a elongated spiral

It's not rocket "debris". It's a damaged rocket in which case a perfect spin is possible. An extra hole burnt into the side of the nozzle can cause a jet large enough to cause a constant rotation

It is a rocket with a pierced fuel tank (or some piping). Pressure pushes fuel out, fuel stream forces rocket to spin and then burns in air.
