I forget the name of it, but essentially they just don't give a fuck about communal spaces or maintaining them.
I once heard a story about an apartment complex in China and this building had an elevator. Inside this elevator the light bulb broke and the elevator had no light. It would have cost pennies to get a new light but no one put forwards the money to get a new light. It's not their elevator so it's not their problem even if they use it daily.
Last I heard it had been 8 years since this bulb broke and not a single person wanted to pay for a new one, even though it would cost pennies.
