I mean, if you were writing a tourism pitch, would you say something like "Safer than downtown Baltimore!" No, you want to say you're even safer than a place well known for safety. Doubly so for NK, where every govt official has to be full-propaganda all the time or their supervisor puts them on the disloyal list. Look at a international proclamation about any from NK, they're always insisting they are a paradise, and they would never go "we're not as bad at [place known as unsafe] guys!!"
From the tourist's POV, Russians visit London all the time, it's the biggest overseas property market for their upper class. And Russians, if you look at the crime stats of any Russian city or fucking town for that matter, will think of London as safe.
