It's about sites spreading computer viruses, cybercrime, porn sites accessible to minors, and copyright infringements. ISPs *can* block, i.e. don't have to.
The only really controversial thing I see here is the copyright part, but Austrian IPSs notoriously have never cared about file sharing and torrents.

OK, you say the Youth Protection laws can be stretched. Maybe, maybe not, considering that no national Youth Protection Act exists: they are all state level laws, so there are 9 of them and they vary widely.
If you have examples of how Austrian youth protection laws have been used to censor right-wing political websites, I'm willing to learn and ask for examples.
