If you watch how the flag is just moving slightly, you can see that it's because someone or something is moving the little pole that it's on. Since it seems to be an otherwise empty apartment, I'm going to bet that something's been set up to move it. Unfortunately, that means it's probably not an open window; the movement doesn't look like it's being caused by wind. However, that could also present a bit of a weakness, depending on what they're using to move the pole.
