Could be any of the options depending on how it's done.
Smarter trade deals to prevent labor input factor going over seas + education reform with emphasis on virtue and civics would make it a blessing especially if access to religious services is made a priority to combat against naterialism and ingratitude. Tech actually makes labor more productive and we need a full employment policy to ensure labor is included in the wealth generated. This will increase the middle class and expand our market, which is good for business.

it's really a question of just how cheaply you can source energy and natural resources. if you can manage that, then you can have a utopia. at least on our continent. it'll probably rely heavily on keeping the rest of humanity's hands off of OUR stuff.
