It's all a giant reference to the book Animal Farm. The pigs are greedy capitalists that run society, the dogs are their enforcers, and the sheep are the common people that are initially unaware of the injustices of society. Eventually the sheep wake up and become outraged and turn the dogs against the pigs and seize control, but become far more brutal and oppressive than the pigs ever were.

In the track Pigs (Three Different Ones) one of the pigs is named as Mary Whitehouse, who was an social ultra-conservative (many people mishear her name as 'White House' and therefore an attack on the US). I'm unsure who the others were.

I didn't know any of this. Love Pink Floyd and this is a cool album. Definitely not their best but still good. Thanks.
